skull Static Text Buttons w/Filter, Shifting position with SWF scaling?

Any of you folks familiar with this?

What I have is a simple menu made of up several buttons. Each button is made up of static text. On rollOver state, the text is made to "glow" using Flash 8's filters. When I generate the SWF, all is working without a hitch. But when I scale the SWF in a window, changing its size, the rollover states "shift" down or left, or both. And not even predictably, sometimes it'll work in perfect position after scaling the SWF window in projector or a browser, other times only one or two buttons will be affected, still other times all of them may, it's random.

All the coordinates are locked into place. They don't vary at all from state to state. Don't even use decimal values in their coordinates.

Any idea folks? I've been losing a lot of sleep on this and would love some help.
