Change Movieclip Frame Rate using button

Hi There,

I' m a newbie with actionscript but I would like to create the following. I would like to create a button and textbox that changes the frame rate of a movieclip.
The movieclip shows a rotating carrousel and I would like to change the speed witch this carrousel rotates with.

Is this possible?
