Is there any way to make video look like a 2D cartoon/vector effect??

I have seen websites, where a guy/girl is walking/dancing but its in flat 2D colour, giving it a vectorised look.

How is this done?
Do I need to use Adobe After effects/ premier ? any plug-in?
