vector graphics vs gifs for action games

hi all

new to the whole flash scene just wondering if I made a high end action type game with flash, which is better to use vector or gifs?
or should I mix both?

I know that vector graphics though they do not look as good as gifs, they download much quicker, and I'm sure I could get by using that just fine, but the only problem is the calculations involved in what I'm trying to do

I want a 3rd person perspective and wherever the mouse points on screen the character's arm (and gun) have to move to point in that direction, also the game will be psuedo 3d so depending on the movement the character will be seen from different perspectives.....

so which would be better for this?

thanx
