The technicality vastly differs between the two. Firstly on a PC you have very large screens, almost unlimited memory, gigaflops of calculations per second and very blazing fast GPU.
On a mobile platform, you will be very restricted to a tiny screen, greatly dumb down GPU, memory and CPU. So what you are left with is to be extremely careful on how you design your game for mobile. You might want to learn native Objective-C programming for iOS and Java for Android. Another good tool for developing games for mobile would be Unity3D as well.
