can anyone say me, what's the best 3d programm, that I can create a 3d city....which I can rotate and stuff, and which can directly export to flash format *.swf.

sorry there is none suiting all yar needs.
good for 3d is 3dstudio max or cinema 4d or stuff lkike that but good for flash is swift3d

swift was made for doing so, i would suggest reading the manual. or asking someone also using it.

Just use EPS files made in Flash!

By the way that was just using imported EPS files in swift 3d.

To do this you:
make a birdseye view of a city (in flash or Ilustrator etc.) and save it as an EPS file

Then import it into Swift 3D and change the depth of the different bits.
( buildings with the largest depth and streets with the smallest)
